Do the northern fringes tip of Russia/asian ever get to 70 F ot 80 F?

I am wondering about the northern tip of Russia or 70 N lattitude tundra vicinities if they ever get up to 70 or 80 F at the summer. Since a city is 68 North latitude, a long Verxyzabc is Dfd climate, it have been up to 98 F once. I don't know any city names in Russia lies at 70 North latitude, I only know White Sea, that is in Europe, I only know Russia have tundra zones at 70-75 latitude. Do norhtern tip of Europe, near the White Sea, or 70 North latitude ever make to 60 or 70 F?
