How to get rid of a crazy tenant who pays rent?

I recently started working for a management company and my job is to just handle tenant complaints and other things. There is this one tenant who is a single, middle aged woman who calls in almost every other day and complains about the most absurd things. She claims that the super who lives next to her is harassing her and requests a letter asking how he is the guardian over her or has authority over her. She seems to be Polish or somewhere from the vicinity and has a very thick accent. She goes on for a good 5 minutes complaining and causes problems for all the other tenants. She randomly calls the police and I've been told that she spewed out anti-Semitic things saying that all the Jewish people should leave this country. Mind you she lives in a building filled with Jewish people. She pays rent and just causes headaches. She has been to court, and the judge had let the case go due to the fact that she was senile. Any tips on how we can get rid of her? Maybe some dirty work needs to be done. Thanks!
