Urban Apathy (a.k.a. The Kitty Genovese syndrome): What are your thoughts about people who witness a brutal ..?

crime and does nothing to help the victim--not even call the police? Just like what happened to Kitty Genovese who was brutally raped and murdered back in the late 60's just outside of NYC in her apartment complex. Everyone in that building heard her screams for help and no one did a thing. A life could have been saved if someone would have called the police. Do you think that their should be laws in all states stating that if you are in the vicinity of where a crime (or accident) took place and you do not do nothing to help the victim--not even call the police then you could you be charged with negligence (not performing your civic duty to at least call the police). Do you think that in addition, the kin of the crime or accident victim could sue you (especially if their love one dies) on account of you not calling 911? In today's world where more and more cameras are being used to catch criminals, does people not realize that they could be caught on camera clearly "not helping" a victim? What are you thoughts on this? Please feel free to share.
