What do you think this means?

I was hanging out with my guy friend (not boyfriend) and a few other people. We were all really bored, and I had the biggest boobs of all of the girls in the vicinity, so he started throwing things at my chest to see if he could get them into my shirt. We're not exactly close, but we pretty much can talk to each other about anything. The game somehow turned into 'If I get it in her shirt I get to get it out.' I honestly didn't care. I wouldn't have let anyone else do it, but I didn't care if it was him. Things were going fine until he got a bonerr. (hahahah). He got more and more persuasive, and started like, grabbing my boobs. I was like uuhm? Then he said, 'I want to make out with you'. We've never had this kind of relationship before. Was he just in the moment, or do you think he actually meant something by it?
